Bye-election to 8 (Eight) Assembly Constituencies of Jammu and Kashmir, Rajasthan, Jharkhand, Telangana, Punjab, Mizoram and Odisha

The Election Commission of India has announced the schedule for holding bye-elections to fill vacancies in eight Assembly Constituencies across Jammu and Kashmir, Rajasthan, Jharkhand, Telangana, Punjab, Mizoram, and Odisha.

Electoral Rolls

The Commission reiterates that pure, updated, and accurate electoral rolls are the foundation of free, fair, and credible elections.
Following the Election Laws (Amendment) Act, 2021, which introduced four qualifying dates for voter enrollment, the Special Summary Revision of Electoral Rolls was conducted with reference to 1st July 2025 (for all ACs except those in J&K).

For the two Assembly Constituencies of Jammu and Kashmir, the SSR was conducted with reference to 1st April 2025.
Final publications were made as follows:

  • 27-Budgam and 77-Nagrota: 05.05.2025
  • 45-Ghatsila (ST): 29.09.2025
  • 21-Tarn Taran, 2-Dampa (ST), and 61-Jubilee Hills: 30.09.2025
  • 193-Anta: 01.10.2025
  • 71-Nuapada: 09.10.2025

Continuous updation of rolls will continue till 10 days before the last date of nomination.


Electronic Voting Machines (EVMs) & VVPATs

EVMs and VVPATs will be used in all polling stations. Adequate numbers have been deployed and necessary arrangements have been made to ensure smooth and transparent conduct of the polls.


Identification of Voters

The Electoral Photo Identity Card (EPIC) shall be the main document for voter identification.
However, the following documents will also be accepted:

  • Aadhaar Card
  • MGNREGA Job Card
  • Passbooks with photograph (Bank/Post Office)
  • Health Insurance Smart Card / Ayushman Bharat Health Card
  • Driving License
  • PAN Card
  • Smart Card issued under NPR
  • Indian Passport
  • Pension document with photograph
  • Service Identity Card (Govt./PSUs/PLC)
  • Official identity cards issued to MPs/MLAs/MLCs
  • Unique Disability ID (UDID) Card, Ministry of Social Justice & Empowerment

Model Code of Conduct

The Model Code of Conduct (MCC) comes into effect immediately in the districts where the bye-elections are being held, as per Commission’s instructions contained in Letter No. 437/6/INST/ECI/FUNCT/MCC/2024/(BYE ELECTIONS) dated 02 January 2024.


Information Regarding Criminal Antecedents

Candidates with criminal backgrounds must publish such information three times during the campaign — through newspapers and television channels.
Political parties nominating such candidates must also publish and upload these details, along with reasons for selection, within 48 hours of nomination.

This is in pursuance of the Hon’ble Supreme Court judgments in W.P. (C) No. 784/2015 and W.P. (C) No. 536/2011, and Commission’s directions dated 16.09.2020 and 11.01.2022.

The information will also be made available on the ‘Know Your Candidate’ App.


No Dues Certificate

As per ECI Letter No. 3/ER/2023/SDR/Vol.IV dated 03.05.2024, intending candidates who have occupied government accommodation in the past 10 years must obtain a No Dues Certificate from concerned authorities dealing with rent, electricity, water, and telephone charges.
